This means a shirt over a T shirt and the outer shirt is unbuttoned. Can you pls provide links to sites that have its pics or info about them? I'm confused as to how short the inner T-shirt has to be. Can you please give me some tips on how to dress using that style?

It depends on what look you're going for. You can wear the outer shirt all the way unbuttoned, partly unbuttoned, or mostly unbuttoned. Some people like to wear tight ones, others loose, maybe you should look at the Abercrombie or Hollister catalogs online.
