either the cylinder has gone bad or it has a bypass valve going bad on it,,it should stay up when you put it up,,other wise check the fluid level in it,,to make sure it is full,,a lot of time this will cause one to fall back down,,if all of this checks OK,,you may have to replace the lift cylinder,,i did on my evinrude ,,and after that it was fine,,another thing you might want to try doing,,try bleeding it out,,to see if had some air in it,this is a real common cause for one to do that i hope you get it going,,maybe this will help.

losing hydraulic oil from leaking hose? if this is it then eventualy wont lift either.
