Any time you're looking for high quality computer audio, you wind up talking about Creative SoundBlaster cards. They have always been *the* gold-standard for PC audio, and for quite some time, when installing a game the preferred option was "SoundBlaster of SoundBlaster compatible".
Their current line of Audigy cards are the best on the market. They're perfectly good for gaming and watching movies, but they are high enough quality that even people interested in recording will find them useful.
$120 can buy you a *nice* Audigy card too. Don't pay attention to the packages they've got out there for $150-200. They've got plenty of stuff that most people don't need and will never use. Don't worry if it says "Gamer" or "mp3" or whatever either: it's just a marketing ploy, as the actual hardware is essentially the same in all of them. There are minor differences between Audigy and Audigy2, etc., but even a 1st gen Audigy card will be just fine.

A very good card at a low price is the Soundblaster 5.1 soundcard. Take a look at the specs at the below link. At that site it sells for $29.95, which is certainly well lower than your top level for spending. Good luck.

you can go for a creative audigy series as this supports 7.1 channel also... it should fall within your budget... the adv u get is that in case u plan to upgrade ur speakers u need not buy a new card... the clarity is also good and it offers good features....
