No. They are short-lived annuals. (2-3 month life span) They have long tap roots, and even moving a whole plant is tricky - they don't like it.
Just shake a bunch of seeds onto disturbed soil. You'll get a bunch of new plants. Let a few plants mature, flower, and set seed, and you'll have more seeds for the next round.

Yes, cilantro will root in water, as will basil. Just don't let any leaves set in the water, only the stems. It takes at least a week or two sitting in a cool
window. As I write this I have six stems with roots about 2 inches long in
my garage window.

No, I don't think so. Cilantro or Coriander is a quick annual. It grows from seed. Even when one plants them from little nursery starts in packs, in my experience they grow very fast and go to seed before summer's end.

You won't have any luck with cuttings but they grow very fast and easy from seed. If you let them flower and go to seed they will keep reproducing year after year.
