Cause extra buttons confuse people... they figure you'll see start and click there first... realize that you can open programs and files there as well as shut down, now you know where to go later.
Technically though, you don't have to. You can use ctrl alt delete, but that's my smart *** answer.

What *I* want to know is why I have to press the button with the picture of the RED phone on my cell phone to turn it on, instead of the button with the picture of the GREEN phone. Hmmmm?

Why is it to turn your TV off you have to hit the same button you turn it on with? Same goes for most appliances
