there isnt one that i have heard of so far. maybe the cyber cafe operator can apply to be a member of the Association of the Computer Industry Malaysia (Pikom).

Currently, the Enforcement Division of the Ministry of Domestic Trade & Consumer Affairs have the rights to raid and confiscate PC systems from an errant cyber cafe operator. Always check with the authorised distributors of PC games in working out your rights before running games without proper licensing agreements.
