If you buy them, expect to cook everything you carry in the bags.
Chances are the lower part is an illusion and does not really go thru them, just an add on to look like it.
It looks like Arlen Ness made them. Here's a link to a site that shows them.

The best (and most expensive ) hard bags are made by Corbin,,,,,they also have the best seats,,,they will custom make any application for you, but keep in mind what you saw was most likely a showbike not ridden much,,( or a design to just look like they went thru )......Running the exhaust thru the fiberglass bags doesn't sound like a very good idea for an everyday rider,,,,,,you'd have to use a pretty elaborate insulation system,,,,,it'd be a rolling oven

The pipes don't actually go through the bag. It's strictly a cosmetic extension designed to go with a particular style of fender. Check out www.chopperscycle.com/page/VTS/PROD/69-224/10710.
