First off he has to step down. This is his last term by the U.S. Constitution. 4+4=8. It should be a God fearing man that is experienced in government and is by partisan. Doesn’t care what the parties think by what the people need.

Assuming you mean resign his office, the only person who could take his place would be Dick Cheney, the Vice-president. However, since this is Bush's last term as president anyway, I don't see that happening.
