'Best' is subjective and opinionated.
If you're a hard player, (ie thick pick, hit the strings hard) get heavier guage strings. Like 11-52 Heavier strings will sound fuller at the expense of harder bending. If you're playing most of the 'metal' that's popular now, you probably wont be bending anyway.
If you tune down, get heavier strings to compensate for the pitch and tension difference. Lighter strings tuned down will feel flappy.
If you're in standard tuning, lighter strings will be a bit easier to play when playing fast. This of course is subjective too. Generally speaking, most shredders will use 9-42 or 10-46 since it generally makes ultra fast soloing a little easier.

Actually the best strings are sets that have light gauge but a heavier gauge for the bass strings E & A. Light gauge E & A strings sound a little thin and tinny.
