You should actually water early in the morning...
Watering during the heat of the day wastes a lot of the water to evaporation...
Watering in the evening or night can lead to fungus growth or mold because the grass stays wet longer...
Watering early in the morning... enough to allow the water to soak into the ground before it starts to warm up is best because your grass will dry out above the ground but have moisture in the ground to keep it alive...
do not cut your grass short in the summer as it will require more water than when long.

The humidity is usually highest during the nighttime hours. This limits the evaporation of the water that you use on the lawn. Water gets more time to soak the soil when it's done at night. It's the preferred time to water. However, if you live in a humid climate, the grass sometimes develops root rot from being wet all of the time. I'd advise watering the grass around 3 in the early morning on a timer. That way the soil will have a good soaking but not too excessive before the morning sun starts to dry things up.

Generally speaking, watering your grass in the morning is your best bet (and then only a little bit during the summer months, since your grass is going to go dormant, anyways, and turn a little brown).
Watering your grass at night usually leads to moss build up (especially if you live in an area where it's prevalent). This will mostly occur in areas where your grass is shaded. You will also typically toadstools as well.
Also, for summer months, keep your lawn trimmed as short as possible. This helps reduce the amount of watering your grass needs and also helps to cut down on the aforementioned problems. Make sure you don't fertilize in any month where the temperatures are going to exceed 80 F for more than a week straight.
Personally, I just let my lawn go brown in the summer. It's not attractive, but it is the natural tendency for the lawn to do and keeps my water bill that much lower (not to mention the lawn tends to come back stronger each subsequent year).

Morning is the best time to water. The grass may not be getting watered deeply enough. That would be one reason the grass is not green. Grass should be watered less frequently and much deeper. The deeper the grass is watered, the deeper the roots will go. The deeper the roots, the more tolerant of stress the grass will be. If grass doesn't get watered deeply, the root system will stay shallow and the grass cannot take any kind of stress and will die.

Water on grass during the day acts as a magnifying glass for the sun. You know how ants heat up and shrivel when you put a magnifying glass over it? That's what watering in the day time does.
Watering at night allows the grass to properly absorb the water instead of it a) evaporating or b) killing the grass.

Watering grass at night can cause moles, which will burrow through you yard and damage it. Your yard needs to be watered on a schedule preferably three days a week either at early sunrise or late evening before dark. Watering in the middle of the afternoon will do no good as the water will only be evaporated back into the atmosphere. You also need to put some Scotts Turf Builder on your yard in early Spring to feed and nourish your yard. Be sure you treat it also for weeds as these can drink and eat water and nutrients that your yard needs....

You should water in the morning before the sun gets hot. I do it like around 9 o'clock. Watering at night causes mold to grow on the grass, and watering in the afternoon will burn the grass.

It is best to water grass at night as it reduces the water evaporation rate so you save on water and your lawn gets a better drink.
