Yes, in fact that's the way that America started out. A (representative) democracy, also known as a "Republic", is a system of government where the populous elects individuals to make decisions for the country as a whole.
In the begining, the only people that were allowed to vote were land owning white males. This is not "equality before the law", because white land-owning men had more rights and were "more equal" than non white land-owning men.
Additionally, early America did not have equality of opportunity. There was no mechanism back then to attempt to create an equal playing field for everyone. In today's America we have said that this equal playing field is an important part of our society. Therefore we have created public school systems, social welfare programs, social security and a progressive tax system that assures that the wealthy don't get too wealthy by stating that the more you make the higher the percentage in taxes you pay.
So, yes, democracy can exsist, but is it a democracy that I would want to live in? No.

Of course it can "exist." Our government has always "existed" without complete "equality," and it will continue to do so. We have always had hypocrisy about the concept of equality. Many of the men who signed the Declaration of Independance owned slaves. The men who drafted, proposed, and ratified the 14th amendment would not even let women vote on it. And the Supreme Court did not grant equal rights to women in the name of the 14th until about 100 years after it was ratified. There are so many different kinds of "equality," .... there are so many different kinds of "discrimination," .... that we can't begin to count them all and we'll never be able to guarantee them all. Remember, all animals are equal, but some animals are more equal than others. Likewise, under our constitution, equality is "guaranteed" to all, but some kinds of inequality are more "guaranteed" than others.

Communists threaten the voters and do whatever they want after the election.
In democracy politicians brain wash the voters and do whatever they want after the election.
