Well, I assume there had to be a ramp or some other way of getting them UP there in the first place, so I would take them down the ramp. If there is only an elevator, then there would have to be someone that could pick up the person to remove them. People can easily work together to make a "chair" with their hands to carry someone. According to the Americans with Disabilities Act, all public areas have to have an escape plan for persons with disabilities. Ask your school about their emergency plan.

Fire department would probably be called. They have stretcher chairs designed for this purpose.
If time is of the essence, a two man lift. A seat is made with clasped hands. The person "sits" on the hands. I actually did this when I worked as a ground Customer Service Representative for an airline to transfer a person to a seat. It is not for transport over long distances though.

This should be included in the IEP. If not, ask the principal what the plan is. It will vary from school to school but should certainly be in place, also with a plan B. If you are the parent or guardian, advocate for this plan right away so the question is not unresolved! Happy 06-07 school year.

rescuers either carry them down the stairs or they'll lower them out the window with a ladder truck from the fire department. there's always a way but it depends on the type of emergency what they'll actually be able to do.

They carry them down, either in the chair or in somebody's arms while somebody else carries the chair.
