I fI find it strange that many major cities in the world, including Tokyo just this weekend, have lost electrical power in the past few months. Has anyone questioned or investigated the fact that this could be terrorists trying to see if they can black out a city before attacking it? WAKE UP GEORGE BUSH AND THE UNITED NATIONS!!!

While it MAY be true some of the incidents you know of COULD have been by terrorists most of it, if not all, is due to profit demands by stockholders of public utilities. Power Companies have not kept up repairs and upgrades due to want to keep costs down, stock prices high as being attractive to the usual investors.

It's actually simpler than that. Energy is expensive to produce and many facilities are still working on fossil fuel like "combustoleo". These facilities are expensive to maintain, and even more expensive to build (a nuclear power plant or a hydroelectric plant is even more expensive). Budget for new facilities are getting approved more slowly than the rise of the need for energy. A bit like urbanism reacts to the needs, it usually doesn't predate a need. It's actually more difficult for power plants because of the ecological issues related. As there are heat waves everywhere, the consumption is higher for air conditioning and this taxes the grid. There is an energy crisis the world over and some countries are ill-prepared to repond to it.

st louis and parts of new york city in july... hmm, is it the weather or something more sinister? a blackout would be the ultimate diversion, it's true.
