The northern third of New Jersey is a suburb of New York City, the southern third of New Jersey is a suburb of Philadelphia, and the middle third and the Jersey shore is not suburb at all - just random little towns and whatnot.
So to answer your question, no, the entire state of New Jersey is not one giant suburb.

Not only New Jersey, the 95% of the USA is a suburbia. Suburbia is a place where you depend on the automobile to do the daily basic things, like go to work, shopping, eating out, entertainment, go to school or the university. Cities like Los Angeles or Orlando are enormous suburbia's. For the contrary a true city is a place where you walk, or take public transportation like the metro or the bus, to do the daily basics, Manhattan and the majority of the cities in Europe, like Paris, Barcelona, Rome or even the smaller ones like Sienna and Segovia are good example of it.

Is "suburb" another way of saying "chemical wasteland"? If so, the answer is yes.

Hardly. We have cities, farmland, small towns, you name it.
My family lives in a rural area (the Pinelands). We have deer, racoons and rabbits roaming through our yards on a regular basis. In the woods next door we have bobcats, bear, turkey and the occasional coyote. We live on a dirt road and we pretty well like it that way.
