it depends on who you ask, I agree, san andreas rocks. try this!
sneek into that military base somewhere in the upper middle of the map
bring explosives
blow up each gun turret (there are four)
congrats, you can now take off with their 2 person helicopter!
I used cheats to get there, but it's cool to play 2 player and have an aircraft. (oh yes, the 2 player mode. San andreas rocks!!!!)
