Sometimes the quieter you speak, the more people will listen to you. They suddenly realize they don't know if they're missing out on something and want to be part of the group.
Maybe they've had a traumatic incident in their lives and found that anger and frustration leading to loudly spoken words or criticism isn't the answer.
Others are afraid to be heard. They may have low self-esteem or little self-confidence. They're afraid if others hear them, they will be criticized for not saying the right thing or for being "stupid".

I think a lot of it is how your raised. I used to be SUPER soft spoken, however i run a company now and I think they can hear me up the street when I need to. Just because thats the position I was put in and my enviroment COMPLETELY changed.

Three things, Nature, Nurture, and being done in purpose. Nature - 'cause it's the way their hereditary genes were programed to be. Nurture - 'cause they were raised in a family or environment that weren't used to speaking so loud and irritating. Being done in purpose - 'cause these people choose to use it as a facade, a type of character to change the way people, or a certain group, perceive them to be.
