Unplug the box, open it up, and find the fan on top of the heat sink on top of your CPU, which will not be visible. The fan has a wire which will probably be plugged into the motherboard. Just make sure it is plugged in somewhere.
If it is, then, keeping your hands out of the box, plug the power cord in and push the power button. Watch the fans, particularly that CPU fan, to make sure they are spinning. Turn it back off, unplug it and close up the box.
If any fan was not spinning, it needs to be replaced. If the CPU gets too hot, the machine will shut down. If all the fans were turning, you may have power supply problems, I recommend professional help for your computer.

Try doing an Operating System Recovery. When you power your system on, the second you see the HP logo on your screen, start hitting the F10 key. This will bring you to the Recovery options menu. There are two ways to do this - try "Non-destructive" first - this will simply remove and rebuild Windows XP without affecting any other data on your system. If that doesn't work, you may have to attempt a "Destructive" recovery - this will format the hard drive, which erases everything on it, and reinstall Windows XP and all drivers from scratch.

As you told me you see the HP logo as starting up, probably you have adjusted the screen resolution that is high enough that your monitor can display. Try to reduce the refresh rate or resolution.

If you can't use your computer in safe mode, there's little you can do. Try using another monitor just in case, but you will probably have to reinstall Windows.
