Depending on the situation, a basic cleaning can be accomplished by simply soaking the turtle in nicely warm water for a while to loosen the stuff.
A gentle rub with a washcloth is all you usually need. Tougher dirt may need a sprinkle of salt to be a scrubbing agent and maybe even a toothbrush.
You can rub a little lotion, or baby or vegetable oil in the shell to make it nice and shiny if you want, but that is not really a good idea for everyday situations.
Many aquatic turtles have a little algae on their shells, and this is pretty normal, but can be easily cleaned off if necessary.
Most aquatic turtles should not otherwise need their shells cleaned- this would be a sign of poor water quality if they did.
