It doesn't matter HOW MANY stamps you use - what matters is the total value of the stamps. You need a total of 84c in postage for a letter up to one ounce. If your letter weighs more than one ounce but less than two ounces, then it costs $1.65. For anything more complicated, go to http://ircalc.usps.gov/default.asp?Mode=Intl_Single&CID=10054
