Chinchillas come to mind. My dog and two cats are soft and all like to snuggle. A rabbit also is kind of cuddly.

Guinea pigs love to snuggle and are very soft. They depend on you for their safety. There are all kinds of breeds. I have three long-haired gps and their fur is very soft. when they are happy they make a cooing sound.

A stuffed animal - they are cute, great at snuggling, don't shed, don't cost more than a few bucks, won't be mad when you leave for school/work, never bark, and won't tear up your house.

Choose a Labrador. They are just soooo affectionate, loyal, and kissable. Iv'e had 2 Labs and I would never choose another breed.
My first one was a blond male and we named his Gordon and now we have a black female, Sasha, who is just as sweet.
I love them both to bits.
