Does the fluid seem odd at all? Is it still red (or clear/yellow if you have that type)? Does it smell burnt? Does it have air bubbles in it? If you have any abnormalities in the fluid, it is worth getting the pump checked out. Fluid is not the only cause for whining, nor is the pump itself. If there is a valving problem on the rack or box, it can cause problems back up the line (no pun intended). I'd recommedn that you have the dealer or another certified shop check it out. I suspect that you'll find out there really is something wrong. It may be as simple as dirt clogging a valve, which can be cleared up with a power steering flush sometimes. However, there could be something worn or broken that requires replacement. Good luck.

sounds like it's on its way out. If you have checked everything, why replace it until it goes out? Mine whined for a long time without going out. All I did was keep up with the fluid levels.

are you checking the level with the engine running?If not check it again while it is running.If it is low then you have a leak if there are bubbles in the fluid then you have a leak.
Check the pully for play.

MY GUESS IS THAT THE VEHICLE IS A FORD AND THAT IT IS PROBOBLY AND EARLY 90S OR LATE 80S AND THE ONLY WAY TO FIX THE PROBLEM IS TO CHANGE THE POWERSTEERING PUMP IF IM WRONG WITH THE VEHICLE THEN YOU WILL HAVE TO CLUE US IN A LITTLE MORE

It sounds to me your P.S. pump is just all wore out.
Unless you have had this worked on than it could be air locked..
