In general, the idea of Buddhism is to disengage from the passions of life, but Japan, a Buddhist nation went to war
with a passion, so it rather depends on what gets in the mix.
Japan actually went to war under the banner of their Emperior who was then considered a Shinto God, and the motives were political and economic. The Buddhist priests from China came to Japan to Buddhanize (is that a word) Japan, and they stirred up quite a bit of political strife in the country on their own.

So, perhaps it depends on the Buddhists, the country, and what other factors are at work at any given time in those countries.
