You have to empty the recycling bin to permanently delete them. There are restoration programs that could actually retrieve deleted items that were emptied from the recycling bin, but not many people go through the trouble of downloading them and buying them. So I think youre safe.

No it is not permanently deleted. Anybody at any time can go back to Recycle bin and undelete it.
If you want to delete these items permanently then while deleting press ctrl key and del key together instead of plain del key. But use this combination with caution as once you delete a file using this combination, you will never be able to get it back.
And for cleaning out the files that currently exist it Recycle Bin, use the following steps:
1. Right-click on the Recycle Bin icon on the Desktop and select Empty Recycle Bin.

Anything you delete in the Hard Drive is recoverable by very basic computer programs. In fact, you can go to CNET right now and download free version of programs that find the information you deleted and emptied a long time ago.
The only way to get close to the 100% re-usable is to "re-write" the knowledge. The problem is in how the computer was made: when you delete something, you arn't really getting rid of the information - what you're doing is removing the "address" of the location from a big chart that the computer has... so when you go looking for the file the computer goes "Oop, no address to that item, think you can find it?"
Except, the item still exists somewhere on the actual hard drive.
There are programs out there, such as Norton Symantecs' Anti Virus suit has a "Delete Forever" button which removes the file forever by looking at the address of the file, and rewritting "blank data" several times over the location to make sure it is completely whiped out. The keywords "Delete Forever" in Google will give you a bunch of other programs.
Besides that, I've made it a habit to only use one offline computer for sensitive information... which I will never show anyone else! :o) - and only once have I gotten rid of it, and I formatted, opened it up, clipped the information, burnt it, and then burried it in the backyard.
Just 'cause I'm paranoid liket hat.

No, items in the recycle bin are not permanently deleted. If you need the file back, open the recycle bin, right click on the file you wish to restore, and click on "restore". It will go back to the folder you deleted it from originally.
If you want to delete files permanently, right click on the recycle bin and click "Empty Recycle Bin" and they will be gone forever.

Nope, just double click on the recycle bin and a window will pop up with the files you dragged there, just right click on the item you wish to save and select restore, if you do want to empty the recycle bin, while on your desktop right click on the icon of the recycle bin and select empty recycle bin

you can empty the recycle bin but nothing is ever really deleted permanently. unless you have a program that can rewrite over and over the data many times most things can be recovered. though you would have to know how to recover data, so you should be safe just emtying the recycle bin

Do you mean email or the recycle bin for everything else? The answer is no for either anyway. For email, click on "tools" and then "Empty Recycle Bin". For the regular recycle bin, highlight everything in it, right click, and choose " delete. Hope it helps!!!

no. even if you empty the recycle bin, it isn't necessarily deleted. There are programs that will delete your files "permanently" but they all seem to cost money. Oh, yes and you can also recover files that are deleted, even with the recycle bin empty.

Not until you empty the recycling bin. If something is in there that you want back, click on the file you want back and go to file, then restore.
