Sounds like pop-eye. Use some aquarium salt get it from walmart or petsmart. follow directions for use. that's supposed to help popeye. My friend used melafix for her fish(betta) that got pop eye and it didn't help so try aquarium salt. It's good to get rid of virus and bacteria.

It is hard to give good advice if i dont know what fish it is, but i say it sounds like a disease you should take it to the pet store and see if they can diagnose it, and you can do REASEARCH!
