I found 2 types of these boats you have described.

One has come from ancient egyptians, and to this day tiny paper boats with candles on them are made and sent into bodies of water. These boats are called "luminous"

Another type is made by Thai people. The Thai people celebrate the festival of Loy Krathong in mid-November. The name means "floating lotus cups," and lotus-shaped paper boats containing lit candles are floated down rivers, ponds, and pools. The people believe the boats carry away their problems.
