Like everyone else said it's from the karate kid. It's how u wax ur car, u apply the wax, then u take off excess wax. By doing that u get used to using the same motion over and over again.

In the movie Karate Kid, the master taught him karate moves by giving him chores around the house. And they guy got mad and the master started doing karate on him and the guy was defending himself with the moves he learned from the chores. And Wax-On and Wax-off was a move used to wash the master's car. Rent the movie, its a classic.

It's from the movie Karate Kid. He was learning karate moves by waxing his karate teacher's car (don't ask, I'll spoil the movie) and when his teacher gave him two rags the teacher moved one hand in a circular motion and said "Wax on" and moved his other hand in a circular motion and said "Wax Off" he was showing the kid how to do it correctly.

Yes, the phrase was used in Karate Kid. It was such a popular scene that people forever remember the lines. As such, making the comment "wax on, wax off" means to "go Miyagi" (the martial arts master in the film) on their behinds. Basically, give them a good martial arts style beating.
