Algeria is the richest in terms of oil and gas, it also has the best relations with France, so I would say Algeria is the most powerful country in North Africa.

Well, Libya and Algeria have a lot of oil so they have economoic power.
But Egypt has the highest population, and it has the oldest cultural traditions and I think it probably has the most political power.
Morocco also is relatively powerful - they are currently occupying the country of Western Sahara.

Egypt because they made peace with Israel.
Egypt is also supported by the US, though not as much as Israel.
