Time for a new PC! Even a base comp for $300 bux would be a vast improvement.

Why do you want an external burner? You can buy an internal one and slot it in. It's actually quite easy and it should be cheaper than an external one. (I'm guessing you've got a desktop not a laptop)
However, your PC specs are quite low. With that chip and that RAM, you won't be able to play decent games or run Windows XP smoothly. Your PC is in danger of becoming a dinosaur. In short, you desperatley need to upgrade or get a new PC. Most new new PCs come with CD burners anyway

Not really. I've never bought an external burner, but I doubt they are much cheaper...and you would have to go through USB.
It's easy to install another IDE CD drive. The onyl reason you wouldn't is because all your IDE drives are filled. But this is unlikely. Your computer would have come for atleast enough IDE slots as there are places to put CD drives and hardrives.

Dependson your need an your budget. You can ALMOSt get a new computer for the price of an external burner. I am still running 1 of my machines as a PIII, and it is solid. But I would not use it as a primary machine.

600 what? You should upgrade if your computer does not have it. An external drive will go slower than a internal one.

Only reasons for an external CD burner:
No room in case.
Power supply already maxed out.
If you are running XP, get yourself more memory. XP runs like a dog with 128Mb.
