South India. In South, you don't as much communal riots as you have in the North. South was never a victim to the Muslim invasion or the people did not bear the brunt the civil or religious wars during the demolition of Babri Masjid or India Pakistan seperation.

Definitely South India, Northern India has big problems 'cause of the Kashmir region.
