It is pretty much a joke.

First, do not, under any circumstances, ride a bus in Detroit. You are only asking for serious trouble if you do.

Second, the People Mover, which is a monorail that runs around downtown, is a joke. It may not even be in operation anymore, and if it is, it is extraordinarily unreliable.

Your best bet is rent a car. Seriously, it is that bad.

There is a bus system that takes you through the city and to the suburbs. The PeopleMover (the "Diet Coke" version of a subway) goes to key things Downtown. You might consider renting a car. Parking is somewhat expensive, but what city isn't. I work in Downtown Detroit, so I can say that renting a car is your best bet. Be sure to see the RenCen, the baseball and football stadiums, and the Opera House if you have a chance!
