Honey, it's natural to feel uncomfortable when you're growing. Surgery is definitely not the answer, and unfortunately exercise won't help you reduce the size of your boobs all that much. Also consider that you're still growing, so no matter how much you exercise now it's likely that your boobs are going to grow for another while yet. (Sorry)
You could wear a minimizer bra if that makes you more comfortable.
Another thing is to find clothes that flatter your shape. You don't have to put your boobs in people's faces, but you also shouldn't be ashamed of them. You are growing into a woman and this is all part and parcel of it. You're lucky enough to not have to worry about if your boobs are big enough. I'm sure you know lots of others who wish for bigger boobs?!
Wait until you're about 20 to decide if you want surgery. I know it seems a long way away but really, you'll be able to make an informed decision when your boobs are finished growing.
The most important thing is to be proud of how you look. Having big boobs is nothing to be ashamed of. Don't hide them under baggy clothes. Embrace the fact that you're becoming a woman. It's a really great experience.
Message me if you want some more help.
xx

Don't get surgery, 36C is a perfectly normal size for an adult female, you're probably just a little ahead of the game! I'm a 36C, have been since probably 14 or 15, and yeah, I spent the first year or two trying to hide them, LOL. Exercise may help a little, but it won't really reduce them. I would just plan a little shopping trip and try on every type of blouse you can until you find a style that works to minimize. I like button downs, just make sure there's NO gapping going on between buttons, I've found NY & Co and Gap make good ones. Also, little jackets and sweaters. Good luck and be patient, you'll catch up!

Arghhhh! If you aren't too skinny and not too fat, what do you want to have done surgically? Or what specifically do you think exercise will do for you?
If you're having problems getting clothing that fits the way you want it to, have you ever considered getting a sewing machine and making some of your clothing? It costs much less than surgery! It also costs less than buying clothes.

From a male point of view. Be happy with who you are and what you have No matter if your fat or thin, big breast or small. Once you start the surgery route there are risks that do not need to be taken.
Beauty is within the person not exterior, people who do not get to know the real you are not even worth talking to.

Firstly are you absolutely sure you are this size?
I thought I was a 38DD, went into Marks and Spencers at the weekend and was measured properly and now fit into a 34F. A better fitting correctly sized bra, will reduce your bust size. I am now 40ish......and was a skinny thing with big bust when I was a teen, hugely embarrasing, horrible doing sports, etc, but believe me when i say you will grow into yourself. Dont even consider surgery yet, give your body time to catch up.

You seem to be in good shape. 36C isn't too big or small. Maybe you should go to other shops. Top shop, somewhere like that. Experiment with different types of clothes and you'll find something to suit, you definitely don't need surgery, most people would love to have that type of figure.

I think your worrying a bit too much, you haven't filled out properly yet and when you do you figure will no doubt be in proportion to your bust size, when it does then maybe if your bust size if having such an adverse effect on your life then maybe a visit to your doctors would be advisable to see if you can have a bust reduction, though I really don't think it is ever going to come to that, your at the half way stage of girl to woman, just chill out.

Neither will help. Give yourself time and you will grown into your body. 36C sounds big, but trust me if you have ever been around women who seriously needed breast surgery . . . it's a normal size.

I keep hearing an ongoing trend of women wearing bigger cup sizes and wanting the surgery. Trust me, it's a difficult surgery and often the person comes out looking straight since their breast and abdomen aren't much different in size.

You dont need to excercise if your skinny. What you can do is start eating more maybe but healthy fruits, meats like pork etc. You dont need to get surgery for that at all when your young your body is still fresh and new keep it that way without getting a knife touched to your body :)

excersise, exercise, excersise!! if you work on your chest muscles, this should help with the size of your chest if you feel uncomftable about its size. there are alot of young people with the same problem as you, an old friend of mine was a 34DD at 17! try going to your local gym, many offer a free introdutory session. the trainor will be able to tell you some excersises you can do both at the gym and at home!
