In theory yes. If you have Windows 98 or 2000 installed it should be fine with 128MB RAM. If you have XP you probably want at least 256MB RAM or more, but in that case you're better off upgrading the whole thing and getting a PC with DVD burner included.

Yes, But I would advise getting a DVD burner even. I would also advise an upgrade. It should cost you around US$200 to get a few new parts to upgrade your pc quite a bit. Check www.ebay.com

Yes you can indeed. CD burners will work in any computer that can have a cd drive.
