well the fastest way is prob using steroids, but more practical would be to go to that place called the gym and lift weights....

dude this is so easy if you want your arm to look real defined, then do bicep curls, tricep lifts, pull ups, push ups, wrist curls and bench press. Then again if you want more muscles in your arms but dont want to be buff...then forget the weights man, you will just get muscle blockage if you dont stretch. So I recommend swimming, basketball, punch a punching bad and speed bag, and last is an important thing....."STRETCH" your arm in different positions. Check out these links for some stretching ideas.

Lift more than your use to say you curl 35 on each arm then lift 40 or 45 pounds until you reach your goal

do push ups with your feet on the bed putting the weight of your body on your arms...this will pump the muscles up quickly and cost nothing. eat meat and your body will have protien to build.
