137GB is the largest Win98SE will see even with the large HDD patch installed.
Additional note: With the large volume patch you will be able to exceed 32GB with 98SE.
If you just use 98 off the CD it doesn't have the update patch included. You need to make a boot disk from an existing Windows98SE installation with the patch already applied, then use the boot disk to format the drive.
If you don't have a PC with an existing 98 installed, then you will have to install it once, apply the patch, create a start up boot disk with it, then reformat the drive using the newly created boot disk (to create a partition over 32GB) and reinstall Windows 98 over it and reapply the patch. A bit of a hassle but it is possible.
The other option is to preformat the drive using whatever disk utilities (Western Digital has Data Lifeguard, Seagate has Seatools etc.) came with your hard drive to preformat it in FAT32, then install Windows 98 afterwards, then apply the patch once Windows is already installed.
Incidentally Microsoft plans to discontinue support of Win98 and the link to the patch may not be there in a few months so grab it quick if you need it.

You can use any size hard drive with Windows 98. You'll just have to make each partition on the drive 127 GB or smaller.

32 G. Any larger, you will have to set the jumpers on the HDD to limit it to 32.
