Most likely because water is getting inside the wall from a leak.

You need to have that checked ASAP. You may be retaining water in the wall, or have a leak which will end up costing you a fortune if you let it go. Mold can make you and your children (if any) very sick, as can mildew. If you own, get someone that knows about mildew to look at your place. Otherwise your land lord needs to hire a man to come in and fix the problem. Please don't take "nothing wrong" for an answer. If you smell it, there is a problem. Good luck. Nana

If you have a raised floor (not a slab on grade) it is possible rain is seeping under your house causing mildew. Be sure the ground outside the wall in question slopes away from the house for at least two feet.

ITS PROBABLY GOT A LEAK AND LOTS OF BLACK MILDEW INSIDE BETWEEN THE BRICKS OR SIDING AND THE WALLBOARD OR PLASTER
