The networks have their own people who come up with these ideas. Unless you actually know someone at the network, or have an agent, it won't happen.

Do you have an prior experience in the entertainment industry? If you don't it will be pretty hard. And its almost impossible. because you don't want to risk getting your idea stolen if you tell it to any one and a network. I suggest have everything planned and, and make sure it logical. It also depends on the type of TV show and the network. Like MTV that have tons of reality shows. And all you really have to do, is like all those other people send in a video tape. Look at Andy Milanakas (or how ever you spell it). He sent a video in of him acting stupid not he s a 14 year old millionaire.
