I mean proportionally. I know that blue whales and such have big brains, because they're so big. I'm talking about in relation to the animal's body. Which has the biggest, proportionally?

Brain to body mass ratio is called the Encephalization Quotient.
Humans have the highest EQ, followed by dolphins.
If you weigh 100 lbs (small person) and you have a 3 lb brain (typical) your EQ is 3%.

However, maybe certain species of shrews have the highest EQ of all, with about 10% of their body weight devoted to their brains.
So....Which is smarter, Shrew or You?

Humans, but if humans aren't considered animals I'd go with a chimpanzee.

I've done some further research and it seems the shrew may top the list with 10% of it's body mass being it's brain according to this article. Dolphins it also says should be placed second to humans, not chimpanzees.

Humans. Why would anyone not count a human being as an animal?

I'll amend that. Humans have the highest brain surface area to mass ratio, porpoises may very well have a higher mass-mass ratio, as a previous answerer said.

There are several ways of measuring brain size. You want proportional to body weight.

Porpoises have the largest ratio of brain size to body weight.

Ant has the biggest brain with proportion to its body..I think its brain is one third the size of its body..

The bottlenosed dolphin's. Even bigger than a human's, and they don't weigh that much more than us.
