It means that whoever said this to you sees your value as a person and would care about you simply for that reason but no it doesn't mean you are no longer friends. It means that they truly care about you and not JUST because you are friends. It's a compliment, accept it as such and tell this person you are glad that you are friends

I don't know the context that this message was written in, so I can't say for sure. To me it sounds like the person would care about you (?) no matter what. It's not implying anything.

No it does not. The words "if" and "would" are both indicators that this is a theoretical statement.
If they were not still friends it would be:" I still care even though we are not still friends." or even " I care even though we are not friends"
