Because there could be a big dose of retribution waiting for them. If the cops are "friends" with the offenders, or if they are spotted entering or leaving the station. And the final thing - they would have to testify against the offenders in a court of law. If they got out, again there could be a big bunch of retribution.

If our law enforcement wants victims of hate crimes to come forward, they need to make them feel safe in doing it. It is the same for rape victims. They are violated once in the initial commission of the crime, and then violated again in a court of law. Hate crime victims go through the same thing.

Fear. Of retaliation, public ridicule for them and/ or their families,being outed etc... Peace.

Probably because they may be ashamed of their life style.

they may not want to draw attn to themselves.
it may not be worth the hassle.

some cops may not take them seriously.
