Smelling like seaweed could be the smell of iodine in the urine. That could indicate several things that a doctor should have some simple urine tests run on.
(It is called urine by the way. Learn to use grown-up words.)
If your boyfriend is not worried enough to do something about it, you are wasting your time on him. And you should do yourself a favor and not date someone who smokes. That is not very smart.

It depends on what you eat. Your urine and semen really can smell of what your diet consists of. Say you eat loads of Chinese food. It will be very likely that your urine will smell the same as the food you've just eaten and your semen will taste the same too.
A man should not try to eat his own semen, I think it's best to let a woman do this tasting session.
But in all fairness, I think he should go and get a checkup at the doctors office.

As alcohol is a diuretic; and you say he 'drinks quite a lot'; he may be becoming dehydrated - get him to drink lots of water throughout the day.
If the smell doesn't diminish, he may need to get a 'liver function' test - if only to put your mind at rest.
Oh and get him to eat a well balanced diet...
