Viscose is a form of Rayon. I would handwash in COLD water and hang dry. Take it the the cleaners and have them steam press it, after you have air dried it.

Check the label, if it says dry clean only take it to the cleaners and let them deal with it, they have enzymes that can get rid of urine odor.
If its safe for hand washing then I'd hand wash as the tag says. If the smell is still there you can try enzymes like Nature's Miracle from a pet store to get out the smell.

you should be able to. Does the dress have a label inside with instructions? Even if it says Dry Cleaning only, you can still wash the item in cold water and Woolite and then lay flat to dry and when it's damp hang it up. And touch it up with a low heat iron.
