The thee biggest issues were:

1. Big states vs. small states and whether representation in Congress should be equal or based on population. (Great Compromise or Connecticut Compromise)

2. Slavery, mainly how to count slaves in the census. (3/5's Compromise)

3. How much power should states have relative to the central government. (This debate is still going on.)
