I have tried a few home based businesses before but nothing really worked... They always ask for your money but they never seem to really work... I know there is a lot of scam businesses and it's hard to find a genuine working one!

I can tell you what I do. And what a few people I know do. We from out of our home, meaning we have no office or studio but we do most of the work outside of our home. Just stay away from anything that is Mulit-Level Marketing, Pyramid scheme, or anything that talks about "Residual Income".
If they say you can make full time income with little work, it's a scam.
The best at home business is something that you come up with based on your talents that also fulfills a need in your area.
You are going to be bombarded by people trying to get you to "join their team" with Amway, Quixtar, and a bunch of other schemes. Don't fall for any of them! 99.9% of the people who try those end up in debt. They practice the "fake it till you make it" theory. They will say, I'm making all this money doing this easy plan... It's all a bunch of baloney. All you are doing is putting your money in their pockets.

Next, devise a business idea making use of this models.

If you are good at sales and marketing there are alot of programs that you can work for. Usually they are MLM such as Mary Kay, Tupperware, Home Interiors or Avon and you are an "Affiliate" or "Independant Distributor". If they ask you for any type of payment upfront they are usually scams and you shouldn't have anything to do with them, a REAL company is already established and doesn't need you to pay them to work for them.

I don't think there are easy money for no hard work. perhaps you can setup a website and to earn money through google adsense.

Start your own house cleaning business or yard/lawn care maintenance. Depends on what skills you have. IF you have any money, look on the web for surplus/bulk products that are for sale, purchase them and sell them on ebay -
