The answer depends on your definition of "war". If any armed struggle is included, then there were many "wars" in 1994. The First Chechyan War, Yemen's North-South War, the African wars (Burundi, Ertria, Somalia, Rwanda). Basically the "wars" of 1994 were localized conflicts resulting in little immediate change in any of the respective countries or regions.

I don't think so. The U.S. tried to help in Somalia in 1993. That was a fiasco for the Clinton administration.
