Free outdoor stuff like hiking, walking around neighborhood people watching, hang out at the park for a pick up game of b-ball (base or basket...), local recreation center activities, arcade game inside the movie theater or at the mall, volunteer somewhere so you can meet new friends and learn new things or work as a volunteer dog walker or help out at a pet rescue, go to a museum (discovery museums are fun), find a new hobby that is inexpensive or visit your local library - they often have free activities or interesting things for you to do. At the very least, if you go to the library you might find a great book that gives you some ideas about what you can do with the time on your hands

It depends on what cities suburbs you live in, there's a lot of neat things to do, from visiting foreign style malls (example Japanese or Russian strip malls) to trying new kinds of resturaunts. I suppose it depends on the size of the metropolitan area you live in.
Another variable is are you doing this by yourself or with friends? Try looking for odd sites.or out of the way spots that interest you. There can be a lot to do in the suburbs, you just have to find it.
Sometimes the most fun evenings are those spent with someone whose company you enjoy in a quiet place with a nice view. Just driving around to find the right place to talk can also really be fun as well. It all depends what you're into.
Also where in Suburban Chicago, South, North, West?
South there's a lot of parks, and a lot of historical places to visit.
West there's a lot of shopping in places like Naperville and Oakbrook, even if you don't have the money to buy things it's nice to browse. Up North there's a lot of nice resturaunts by Woodfield Mall and Gurnee Mills. I don't really know what you're close to.
There's always to fun of taking the metra into the city for a few bucks and walking through downtown, maybe even going to see the giant reflective bean, grant park, the lincoln park zoo and many of the other easily accesible attractions in and around downtown that are just there and don't require admission.

Is there a community centre, you could go to a dance, acting or creative writing session, or whatever your interest.
Or meet someone online who lives near you, and meet them for coffee IRL.

Buy candy! Or you could play ring doorbells and run away ("you crazy kids get off my lawn!"). I forget the term for that game. You could save the money playing outdoor games!

I used to hang out at coffee shops...some shops you can pay $2 for a coffee, get unlimited refills, and can hang out with your friends all night.
