accessing someone else's connection without permission is very illegal. and if your routers not on then yes you could be on an others router. I don't know what kinda of router you have but it sounds like a Linksis Wireless G. If so connect to it using a network cable before installing the NIC (your usb device that connects you to the net).
You do this by typing 192.168.1.1 in you address bar on your browser , a box will open up asking you for a name and pass, you only need a pass it will be admin. A page will come up and on the top of it you will see Router Name: and a box next to it type in a new name something you will recognize as yours. now unplug your wire and install your NIC and when it asks your witch one you want to connect to yours should show up (the name you set it at). Oh and if there are multiple wireless connection you should secure yours so others wont get on, but that is a another question lol. P.S The manufacture will have that info on there home page . Usaly under FAQ or sopport

I'm not sure what the law is in your country, but you could be doing something illegal. Because yes: you are on the internet through someone elses internet connection.
It also proves that it makes sense to have a lock on your own wireless router after you hook it up.

No this is not illegal. The only way it would be illegal is if you knew how to hack into their computer and steal information. I would try to connect with your router because you could be on a site (downloading something or talking to your friends on IM) and the person could unplug or turn off their router and you would lost the connection and have to redownload or redo what you just did after trying to connect to your router.
Not illegal but I would try to get on your own.
