KENTUCKY!!!!!!!!!!!!!!Trust me on that!!A large percentage of women compared to population have won beauty pagents,I also hear Texas alot too.But my answer is still KENTUCKY!!!!!!!!

If you mean "state" as in "country", I think England gets much less recognition for its women than they deserve. In fact, I think they are the hottest per capita. If you mean a state in America, it's probably California, since there is so much obsession with body image and beauty there, but the farm girls from the midwestern states give them a real run for their money.
