Ok, first question: What happened to the white american male wanting to serve his country? and second question: I'm in JROTC and enrollment is down, how should we go about increasing enrollment? (NOTE- JROTC is a military based highschool program that does NOT teach tactical fighting, but only teaches respect, courtesies, and comradery)

I think I can answer this, since I am serving in the military, and have decided not to continue serving once my obligation is complete.
Most people who were willing to serve in the past are simply not willing to serve, because our country is mired in a war that cannot be won by conventional means.
I have served for four years, and for two of those four years I have been in Iraq. If I stay in the military, this trend will only continue.
I had a career, a wife, and children before I joined. I will probably lose all three if I continue to serve my country.
And let's not even talk about my life expectancy as a Soldier in Iraq. This post could be the last thing I ever write.
There are always those that will still volunteer to serve their country despite the fact that they will be sent to a hostile area within a year of joining, but they are a rare breed. This is why enrollment is down in all things having to do with the military.

First question:
White people have become too smart to listen to Bush's worthless drivel, so the advertising has been focused on the African Americans.

2nd question:
Right now, the war is getting out of hand, (for the past 4 years now). Many people relate the JROTC as "pre-boot camp". and "boot camp" means "military" and "military" means automatically going to "war" and "war" means "death".
