Origin of 11" dia slightly arced heavy copper disk w/man's head. Rab Staak (?), 1892 on bottom of disk?

This was given to me by a man from Scotland many years ago. I don't know if Rab Staak (?) is the artist or the person on the disk. The date after the name appears to be 1892.
