Why is this setting important in THE SCARLET LETTER?

Chapter 7, Hester and Pearl go to the governors house and it decribes his house, garden, and what not. It just says how ornate everything is and it makes pearl happy. Why is this important to the story, and what does it represent?

The author wants you to put yourself in Pearls place and feel what she is feeling
